Job Scope:
Responsible for providing regulatory expertise and guidance across the organization to ensure compliance with CLIENT’s License. This includes quantifying the impact of any regulatory change on CLIENT’s role as single-buyer, as well as representing CLIENT during regulatory consultations with principal sector stakeholders.
Job Responsibilities:
Regulatory Compliance
- Monitoring organisational regulatory compliance with Law Number 2 of 1998 and CLIENT’s License
- Contributing to regulatory sector debates/discussions, seeking to guide, influence and inform the evolution of sector regulation
- Anticipating and quantifying the impact of any regulatory change on CLIENT’s activities in coordination with Legal and Internal Control colleagues
- Overseeing the development and submission of all regulatory requirements to the Regulation & Supervision Bureau (RSB)
- Providing strategic support to senior management and CLIENT Group, advising on appropriate actions (if necessary) to address sector regulatory change
- Developing regulation/ policy briefs for distribution across the organisation
- Monitoring CLIENT’s implementation of updated processes and procedures designed to reflect regulatory sector change
- Representing CLIENT during regulatory consultations with the Regulation and Supervision Bureau (RSB) and other relevant external sector stakeholders
- Reviewing and challenging components of the Emirate’s regulatory framework (where necessary) to drive necessary change in coordination with the RSB
- Drafting and coordinating CLIENT’s response in cases of regulatory disputes
- Building and maintaining strategic relationships with the CLIENT Group and external stakeholders including the RSB, Energy Authority and other government policy bodies
- Overseeing the submission of Separate Business Accounts (SBA) and Price Control Return (PCR) audits in coordination with Contract Management colleagues
- Reviewing RSB Price Control Consultation process, Lessons Learned Report and Bulk Supply Tariff (BST) calculation in coordination with Tariffs and Settlements colleagues
- Reviewing the Nuclear Charge Rate Audit as defined in the PPA with Barakah One
- Providing ad hoc regulatory advice and guidance to all Directorate colleagues
Directorate Business Planning and Performance
- Contributing to the development and achievement Directorate key performance indicators (KPIs) and targets
- Providing regulatory coaching and support to colleagues

Job Requirements:
- Bachelors’ Degree in a relevant field
- Masters’ Degree in a relevant field is preferable
- Minimum of 7 years of experience working in regulation or policy related role, preferably within the energy sector
- In-depth knowledge of Abu Dhabi’s regulatory framework
- Excellent stakeholder engagement and communication skills
- Good understanding of the Gulf region and its unique regulatory requirements and constraints
- English language is mandatory, Arabic speaking is an advantage
